Lleida has presented the first housing development in the Torre Salses sector, the area located between La Bordeta and Els Mangraners where the future Promenade Lleida shopping center is also planned. The project, promoted by the Paeria and Grup Rubau, plans to build 88 affordable rental apartments on Francesc Bordalba i Montardit street.

The promotion arrives at a moment of real estate tension in the city and the municipal government wants to accelerate the release of public land for housing. While Torre Salses advances as a new residential and commercial hub, the city council maintains that it needs to facilitate construction to respond to demand.

The development foresees 88 apartments and work until 2029

The building will be erected on a 5,916 square meter property owned by the Municipal Urban Agenda Company, which has ceded the surface right for 75 years to Grup Rubau and its social developer Llogueralia.

The block will have three floors and will distribute 76 two-bedroom homes, with surfaces between 55 and 72 square meters, along with another 12 three-bedroom homes of 80 square meters. The project includes gardens on the ground floor, landscaped common areas, and an underground parking lot with capacity for 50 vehicles.

In addition, the roof will incorporate solar panels to form an energy community. The property is sized to accommodate between 200 and 300 people.

The municipal and developer's forecast is to obtain all permits before the end of the year. Construction should finish between the end of 2028 and the beginning of 2029.

The City Council links Torre Salses to the expansion of services throughout the city

The rent for the apartments will be adjusted to the legal cap for affordable housing in Lleida, set between 6.68 and 6.8 euros per useful square meter. The development is presented as the first in the Torre Salses sector, where the city council has already awarded 12 municipal plots for single-family homes.

Currently there are 1,000 homes under construction in the city. At the same time, the Paeria has promoted new developments with the transfer of municipal land to social developers, mostly in the Historic Center.

Joaquim Bordoy, CEO of Rubau, defended the operation as a satisfactory collaboration for both parties and stated that the company is taking a relevant first step in Lleida within its development activity.

Also Begoña Iglesias, deputy mayor of City Management, asked companies in the sector to take advantage of the current relationship between the Paeria, the Generalitat de Catalunya and the State to build housing in Lleida.

The city council has also claimed from the Generalitat de Catalunya the management of the land that the Asset Management Company from the Banking Restructuring holds in Lleida, with an estimated capacity of up to 508 homes.
