The Terrassa City Council has opened the telematic channel to request the social vulnerability report, a mandatory document within the extraordinary regularization process promoted by the central government. The procedure is added to the special device that the consistory activated to meet the demand in the city.
The campaign has already exceeded 2,800 services in its initial phase and the city council has scaled the service for about 9,000 people, well above the 5,000 possible beneficiaries calculated by the Ministry. That difference marks the municipal deployment in a procedure in which the report is necessary, but does not by itself ensure the granting of regularization.
Terrassa opens online application and maintains two weekly in-person points
Online processing requires a valid digital certificate. For those who do not have one, the city council allows submitting the application through an authorized representative.
In addition, in-person attention without an appointment is integrated into the usual municipal network in two city facilities. On Tuesdays, the service operates at the Montserrat Roig civic center from 4 to 7 p.m. and on Wednesdays at the President Macià civic center, also from 4 to 7 p.m.
The social vulnerability report serves to accredit situations of precariousness or risk of exclusion based on the assessment of Social Services. Within the extraordinary process, the document is mandatory to continue with regularization, although its issuance does not entail an automatic concession.
Laura Rivas defends that access does not depend on the digital certificate
The Deputy Mayor of General Services and Open Government, Laura Rivas, frames the opening of this route within the need to expand access to the procedure among profiles with more difficulties in relating to the administration via the internet.

That reinforcement is also supported by the Network of Municipal Libraries, which offers free support sessions until June to learn how to carry out online procedures through the city council's website. The objective is to facilitate the submission of applications within the deadline set for this process.
