The Generalitat registered 3,604 linguistic complaints in 2025, led by consumer issues. The increase is due to information campaigns, but administrative dispersion forces cases to be transferred to other departments.

The Generalitat de Catalunya received 3,604 complaints for violation of linguistic rights in 2025, a figure that exceeds the 2,671 in 2023 and the 2,423 in 2024. The increase is concentrated above all in consumption, health, universities, and mobility, according to the data provided by the Minister of Linguistic Policy, Francesc Xavier Vila, in a parliamentary response from Junts published in the Official Bulletin of the Parliament.

The upturn arrives while complaint channels and campaigns to publicize them grow, but also while files and referrals accumulate between departments. In consumption alone, 946 complaints from 2025 were passed to other departments of the Generalitat or to competent city councils, and the rest were incorporated into inspection actions.

Consum concentrated 2,581 complaints and opened 277 sanctioning procedures

The Catalan Consumer Agency, dependent on the Department of Business and Labor, registered 2,581 complaints in 2025. That is 707 more than in 2023 and 1,005 more than in 2024, when it had counted 1,874 and 1,576, respectively.

In addition to this year's complaints, the consumer area carried out 1,144 inspection actions from previous years' files. In 365 cases there was a correction and in 277 a sanctioning procedure was initiated.

The distribution of the files shows two speeds. Some of the complaints end up in inspection, while another part leaves the initial circuit and is sent to the competent administration for processing.

Hello, universities and Rodalies added another focus of complaints

In healthcare, the Departament de Salut received 360 complaints linked to Catalan in 2025, above the 256 in 2023 and the 273 in 2024. It is one of the two areas with the most incidents, in line with the balance that Plataforma per la Llengua also handles.

For its part, the Department of Linguistic Policy processed 467 complaints in 2025 about Catalan and other languages. Approximately 68% are already resolved and 31% are still in process.

In the university sphere, the Department of Research and Universities received 118 complaints for linguistic discrimination during the 2024-2025 academic year. The figure is below the 141 from the 2023-2024 academic year, but almost triples the 41 from the 2022-2023 academic year.

Research and Universities relates the increase compared to two courses ago to institutional campaigns to publicize the linguistic rights mailboxes in universities. The reported incidents point to changes of language by the teaching staff, lack of subjects in Catalan, and teaching materials not available in that language.

Complaints also increased in the Department of Territory, Housing and Ecological Transition, which received 106 in 2025, compared to 71 in 2023 and 85 in 2024. The majority are concentrated in Rodalies and in the area of mobility.

There appear very concrete problems, such as the lack of use of Catalan or phonetic errors in the public address system, failures in signage, the language of customer service and security personnel, and the texts on the vending machines.

Platform for Language exceeded 3,000 complaints in one year

Outside the Generalitat circuit, Plataforma per la Llengua received more than 3,000 complaints for linguistic reasons in 2025. The entity places the average at more than eight daily complaints and estimates the increase at more than 650% compared to a decade ago.

The organization links this growth to greater citizen awareness, less tolerance for Catalanophobia, and the lack of institutional action on linguistic matters. Its data, moreover, coincide with those of the Government in the two sectors with the most complaints, consumption and healthcare.

In the rest of the Generalitat departments, the records fell far short of those volumes in 2025. Equality and Feminism received 23 complaints, Justice and Democratic Quality 15, Culture four, Presidency three, and Social Rights and Sports one each, while Economy, Education, External Action, and Agriculture, Livestock and Fisheries registered none.
