Lleida has presented the first housing development in Torre Salses, the sector located between La Bordeta and Els Mangraners where the Promenade Lleida shopping center is also planned. The project foresees 88 affordable rental apartments on Francesc Bordalba i Montardit street on a municipal property of 5,916 square meters.
The operation arrives at a moment of real estate tension in the city and with a clear contrast in that same urban area. While the city council tries to accelerate the construction of affordable rentals, Torre Salses concentrates at the same time one of the large areas of residential and commercial growth in the south of Lleida.
The Municipal Company of Urban Agenda has ceded the surface right of the plot for 75 years to Grup Rubau and the social developer Llogueralia. The municipal forecast is to obtain all permits before the end of the year and finish the works between the end of 2028 and the beginning of 2029.
The building will add 88 floors and parking for 50 vehicles
The block will have three floors and will distribute 76 two-bedroom homes of between 55 and 72 square meters along with another 12 three-bedroom homes of 80 square meters. The ground floor will have a garden and the complex will include communal garden areas.
In addition, the project incorporates an underground parking for 50 vehicles and solar panels on the rooftop. The energy installation is designed to create a community with capacity for between 200 and 300 people.
In the rental market, the price will be set within the legal limit for affordable housing in Lleida, between 6.68 and 6.8 euros per useful square meter.

Larrosa places at 1,000 the homes under construction in the city
Mayor Fèlix Larrosa defended that the council must provide land to developers to increase supply. In his speech, he maintained that the municipal objective is for Lleida to be the first city to emerge from real estate tension.
Right now, Larrosa indicated, 1,000 homes are being built in the city. He added that in Torre Salses, 12 municipal properties have already been awarded for single-family homes and that there are more developers interested in establishing themselves in the area.
For her part, Begoña Iglesias, deputy mayor of City Management, asked companies in the sector to take advantage of the relationship between the Paeria, the Generalitat de Catalunya, and the State to promote more initiatives. Iglesias also recalled the transfers of municipal land that had already been made in the Historic Center.
The city council has also claimed from the Generalitat de Catalunya the management of the Sareb lands in Lleida, a pool that, according to the council, could house up to 508 homes.
