The Generalitat has temporarily suspended the collection of a debt of 4,215 euros that it was claiming from Lluís Boada, a 23-year-old who studies Psychology at the Universitat Rovira i Virgili and who has a recognized 78% disability. The suspension affects a procedure that had already been activated in the computer system of the Department of Social Rights and Inclusion.
The administration has communicated to Boada and his family, first by phone and then in writing, that it is analyzing the review process of his Individual Care Program, known as PIA. At the same time, it is reviewing the reasons that led to generating undue payments worth 4,215 euros.
Review of the file and halt to the collection
The payments considered undue would have occurred between September 13, 2023, and March 10, 2025. While the analysis of the case is completed, the Department has suspended the economic claim and has indicated that the measure is adopted to avoid unnecessary concerns.
The suspension will remain until the Generalitat finishes studying the file and can clarify the applicable regulatory framework. In the communication sent to the affected party, the Department also apologized for the inconveniences caused.
A claim that arrived with tax notice
The case came to light after Boada publicly denounced that the Generalitat demanded he return 4,215 euros for an overpayment in his dependency benefit. In the first communication he received, the Department warned him that, if he did not pay the claimed amount, the file would be transferred to the Agència Tributària de Catalunya.
Boada, who suffers from a rare congenital disease, was facing a claim linked to a benefit already received. Now, the administration has provisionally backed down while it reviews how the incident occurred.
Changes in the processing and in the communication with users
The Department of Social Rights and Inclusion has launched actions to analyze and improve the current processing procedures. The objective is to reduce management times and avoid new harm to other users, especially in cases where an administrative error may accumulate a high debt for months.
The internal review seeks to detect erroneous payments earlier to prevent claims of this amount from being generated. In addition, the Department is reviewing the texts of all its channels and the communications it sends to citizens with the intention of guaranteeing clearer and more accessible information.
The decision leaves the economic claim on hold pending the Generalitat determining why the overpayment occurred and if the procedure followed was correct. Until then, the collection remains frozen and the file remains under review.
