Lleida will add 88 affordable rental homes in the SUR-42 sector of Torres Salses, between La Bordeta and Els Mangraners, in a development that Grup Rubau will build alongside Llogueralia on municipal land. The city council will transfer the surface rights of the plot for 75 years and expects construction to begin at the end of this year, with key handover in 2029.
The project arrives at a time when the city admits problems in expanding the residential offer at affordable prices. Fèlix Larrosa, mayor of Lleida, maintains that the capital is in a situation of "real estate tension" and places this action within a municipal plan with which the council wants to promote up to 800 affordable homes through the transfer of public land.

The development will be built in one of the areas that the municipal government reserves for the city's growth. Larrosa defines Torres Salses as a "strategic sector" for the future residential and commercial development of Lleida.
In addition to this operation, the council is holding talks with Sareb to incorporate more land into that affordable housing pool. The negotiation aims to build up to 508 additional homes if the transfer of new land is successful.
Rubau defends the collaboration formula between administrations and private developers to expand the protected residential park. The company cites similar developments promoted in municipalities such as Calafell and Reus.

The Torres Salses development will be distributed in a building with a ground floor plus three stories. It will include 76 two-bedroom homes and 12 three-bedroom homes, with areas between 55 and 80 square meters.
According to the project's forecasts, the complex will be able to house between 200 and 300 people. Added to this is an energy community with photovoltaic panels on the roof to reduce the energy expenditure of future tenants.
Regarding rents, the rental price will be linked to the scales of the Agència de l'Habitatge de Catalunya. The reference that the project handles is about 6.80 euros per square meter, within the affordable rental scheme planned for this development.
The handover of the homes is scheduled for 2029, following a timeline that sets the start of construction for the end of this year.
