The plenary session of the Paeria of Lleida demanded this Friday from Adif the repair of the damages in houses in l'Horta attributed to the vibrations from the passage of trains and unanimously approved an institutional declaration to demand urgent corrective measures in the area.
The tension of the municipal debate was such that the only unanimous agreement of the session focused on a problem already quantified by the residents, while other decisions of urban and economic impact went ahead with a divided plenary. The owners of about forty properties estimate the damages at 879,665 euros.
The Paeria demanded that Adif act in six areas of l'Horta
The institutional declaration approved by all groups calls on Adif to repair the property damages detected in houses in the areas of Mariola, Vallcalent, Rufea, Sant Just, Empresseguera, and Torres de Sanui.
The owners place the economic scope of the cracks and other damages at 879,665 euros. The calculation affects about forty properties in the vicinity where the trains run.
In addition to the repair, the text calls for urgent corrective measures to prevent new damages to the residential property of l'Horta. The demand is aimed at stopping the recurrence of damage to the affected houses.
The Landscape Ordinance passed by a single vote
In the same session, the Paeria approved the new Landscape Ordinance with the votes of PSC and Junts, who together had 14 councilors, against the rejection of the other groups, who gathered 13. The regulation sets homogeneous aesthetic criteria for urban furniture for restoration and for solar installations in the old town.
The text gives a five-year period to adapt the terraces. During this period, chairs must have armrests and dark tones and be made of wood, wicker, textile, or polypropylene.
It also stipulates that the awnings of bars and restaurants must be cream-colored. In the historic center, solar panels will have to be chromatically adapted to the existing roofs.
The report on the new bus foresees 11.6 million per year for ten years
Another of the plenary session's agreements was the approval of the economic report on the new urban bus service. It was approved with the favorable votes of PSC, Junts, and Vox, who gathered 16 councilors, with the opposing vote of ERC and Comú, six councilors, and the abstention of the PP, five.
Cristina Morón, deputy mayor, specified that the approved document is preliminary and serves to evaluate the economic impact of the future concession of the service. The forecast includes a cost of 11.6 million euros per year for a decade.
The political debate on the management model remained open in the plenary session. The PSC defends administrative concession, while ERC and Comú advocate for direct public management to adjust the service to the needs of the citizens.
The figure that was set in the municipal file for that preliminary economic analysis is 116 million euros over ten years for the future urban bus service.
