The Generalitat de Catalunya will allocate 3.3 billion euros over six years to a package of strategic infrastructures that includes the intermodal railway station of the Torreblanca i Quatre Pilans industrial estate, the duplication of the C-55, and the second phase of the tram between Tarragona and Reus. Salvador Illa announced this in Barcelona during the Cercle d'Economia conferences.
The announcement accelerates projects that had been delayed for a long time in Catalonia and, in the case of Torreblanca i Quatre Pilans, affects a project initiated in 2007, halted in 2008, and reactivated in 2021. Illa argued that Catalonia can neither afford nor wants to wait any longer to move forward with pending infrastructures and identified the reduction of deadlines as one of the plan's objectives.
Illa wants to reduce project execution from 20 or 25 years to six years
The President of the Generalitat de Catalunya explained that the 3.3 billion euros will come from public-private investments to shorten timelines. His forecast is to reduce the execution period from 20 or 25 years to six years.
The investment is divided into two blocks. The first, with 1.8 billion euros, will finance the 2+1 lane program on several roads in the Catalan network.
These include the C-12 between Amposta and Lleida, the C-14 between Ponts and Oliana, the C-26 between Balaguer and Artesa de Segre, the L-310 between Tàrrega and Guissona, and the L-311 between Cervera and Guissona. The second package amounts to 1.5 billion euros.
The second package reserves 1.5 billion euros for Torreblanca, the C-55, and the tram
This block includes the intermodal railway station of the Torreblanca i Quatre Pilans industrial estate, the duplication of the C-55 between Baix Llobregat and Solsonès passing through Bages, and the second phase of the tram between Tarragona and Reus. The intermodal station will be part of the development of Torreblanca i Quatre Pilans, one of the industrial areas planned in Lleida.
In the capital of Segrià, the industrial estate will be located at the exit of Els Mangraners in the direction of Tarragona, next to the N-240 road, after crossing the C-13. The intermodal terminal will run parallel to the existing railway line.
In addition to the logistics hub, the plan foresees a total area of 202.8 hectares. Of this total, 135 hectares are reserved for a divisible gigaplot into three and another 78.9 hectares will be allocated to the intermodal terminal.
The processing of this sector has gone through several phases over almost two decades. The project started in 2007, was paralyzed a year later, and got back underway in 2021.
The industrial estate's urban development master plan received final approval in March of this year, after a four-year delay.
