The Territory Commission of Catalonia has approved this Tuesday the Urban Master Plan for economic activity of the Lleida Plain, the instrument that organizes the future Torreblanca industrial estate, foreseen to the southeast of the urban core of Lleida. The new industrial and logistics area wants to put large areas on the market for economic activity in a strategic area of Ponent.

The Torreblanca Quatre Pilans sector will have a global extension of 328.6 hectares. Of that surface area, 202.8 hectares will be strictly allocated to economic activity, while the rest will be reserved for facilities, road network, and parks.

A large industrial area with large-format plots

The planning foresees that in the western half of the sector an economic activity zone be located with plots of a minimum surface area of 4 hectares. In the eastern part, a 135-hectare giga plot is projected, designed for large industrial or logistics implementations.

That large plot may be fragmented into a maximum of three units, with a minimum area of 40 hectares each. The objective, defended by the Minister of Territory, Housing and Ecological Transition, Sílvia Paneque, is to offer companies large-format land at a point considered strategic for the economic development of the Lleida regions.

Reserve for equipment and an intermodal terminal

The plan also incorporates a central piece of 16.6 hectares destined for facilities. To this is added a reserve of 78.9 hectares for a new intermodal freight terminal and a passenger drop-off point, one of the elements called to reinforce the logistical connection of the future industrial park.

The PDUAE of the Plana de Lleida defines an area promoted by the Departament de Territori, in collaboration with INCASÒL and the Lleida City Council. The space borders the N 240, the municipalities of Torregrossa and Artesa de Lleida, the R14 Barcelona Lleida railway line and the surroundings of Camí dels Frares and Magraners.

Two large green areas and protection of the environment

The planning also includes two large interconnected open spaces, the Porta Torreblanca Quatre Pilans park and the Parc Central de la Séquia de la Femosa. Along with this, the project foresees actions on non-developable land to preserve the natural and landscape values of the surroundings.

In parallel, the Govern has granted 150,000 euros in direct aid to the Paeria de Lleida to promote the Office of Investment Attraction linked to this new industrial and logistics area. The industrial park will come into effect once it is published in the Official Gazette of the Generalitat de Catalunya, a step that will formally activate the new planning for this sector in the south of the city.
