202.8 hectares of industrial land are approved in Lleida to attract large-scale companies

A new step to boost economic reactivation", according to the Government of Catalonia

The Territory Commission of Catalonia definitively approved this Tuesday the Urbanistic Master Plan for Economic Activity of the Lleida Plain, an action that foresees 202.8 hectares of new industrial land in the southeast of the urban core of the capital of Segrià, in continuity with the city.

The planning is designed to accommodate companies that need large-format plots, especially linked to industry and logistics. The action has been promoted by the Department of Territory, Housing and Ecological Transition together with the Catalan Institute of Land and the City Council of Lleida.

An area of 328.6 hectares in Torreblanca and Quatre Pilans

The supramunicipal sector Torreblanca and Quatre Pilans covers 328.6 hectares. Its perimeter borders the N 240, with the boundary of the municipal terms of Torregrossa and Artesa de Lleida, with the R14 railway line between Barcelona and Lleida and with the Lleida urban core.

The total area finally approved is 22.5 hectares less than the initial proposal. Of the sector as a whole, 202.8 hectares are strictly designated for economic activity, while the rest is distributed among facilities, road network, and parks.

Large plots and a giga plot of 135 hectares

The planning distinguishes two large areas. In the western half is located the large plot economic activity zone, with a minimum area of 4 hectares per plot. In the eastern half, an economic activity zone in a giga plot is reserved, configured as a single piece of 135 hectares.

That giga plot can be fragmented into a maximum of three units, always with a minimum surface area of 40 hectares each. The objective is to facilitate the implementation of large-scale operators.

Single access via the C 13b and without connection with the N 240

The internal road network of the sector is articulated through a main road with an L-shaped layout. Access to the new area will be concentrated solely on the C 13b.

The plan leaves out the connection with the N 240 that had been foreseen in previous phases of the proposal. That decision redefines the access mobility to the future industrial estate and concentrates the entry of traffic at a single point.

Reserve for an intermodal terminal and new green spaces

The document reserves 78.9 hectares of land in the south of the sector to make possible an intermodal terminal parallel to the existing railway line. The specific planning of that space will be pending the informative study that the Department of Territory is currently drafting.

In addition, the PDUAE incorporates a 16.6-hectare piece of equipment in a central position. In the open spaces, two interconnected parks are proposed, Porta Torreblanca and Quatre Pilans and the Parc Central de la Sèquia de la Femosa.

The plan also includes actions on undeveloped land to maintain the natural and landscape values of the surroundings. Its entry into force will be subject to publication in the Official Gazette of the Government of Catalonia. From the Government, this approval is framed as a new step to boost economic reactivation, equality of employment opportunities, and the decarbonization of mobility through urban planning.
