The Generalitat has initiated a profound reform of the Administration throughout Catalonia with the aim of streamlining online procedures and facilitating citizen access to public services. The process, which began in November with 50 proposals, is being developed under the coordination of the Departament de Presidència, led by Albert Dalmau.
Digital Transformation in Administrative Procedures
The plan includes the renewal of 1,550 procedures to make them more agile. So far, 900 procedures have already been adapted to the new digital format, based on HTML forms, and the forecast is to reach 650 more in the coming months. The Generalitat aims for 100% of procedures to be accessible from any device and browser before June 2026.
The elimination of PDF forms is one of the priorities. Minister Dalmau has pointed out the need to simplify telematic access to the Administration and reduce errors.

"Our goal is to put an end to this. People who contact the Administration remotely should be able to do so easily. And, furthermore, this should help us avoid errors and save time"
New Tools and Removal of Barriers
The budget allocated to the project amounts to 4.3 million euros. Among the new features, the integration of the Bizum application for payments stands out, now available in 329 forms. In the first half of 2025, 6,507 operations with Bizum have been registered, totaling 346,544.48 euros.
The Generalitat has also eliminated mandatory appointments as a requirement for interacting with the Administration, allowing for greater flexibility for users. Furthermore, the right to make mistakes in procedures has been recognized, especially in the granting of aid to vulnerable individuals, in order to avoid judicial conflicts.
Modernization and Control in the Public Sector
The reform includes changes in access to public service and the professionalization of public sector managers, with the intention of reducing appointments based on political affiliation. In parallel, it is planned to transform the Institut Català d'Avaluació de Polítiques Públiques (Ivàlua) into an independent agency responsible for overseeing all departments of the Generalitat
Digitalization and the simplification of procedures have become one of the main pillars of President Salvador Illa's term. The Generalitat has promoted a comprehensive overhaul of its website, incorporating artificial intelligence to facilitate user queries and management in Barcelona, Girona, Tarragona, and the rest of the territory.
