The Generalitat has announced an investment of 3,986 million euros in infrastructure for mobility in Cataluña, which represents 7.3% of the total budget plan. The bulk of the allocation will be destined for public transport subsidies and for the improvement of the railway and road network throughout the territory.
Distribution of investments and priorities
A total of 2,006 million euros will be used to maintain the 50% reduction in public transport. In addition, 1,357 million euros will be invested in railway infrastructure, while 523 million will go to roads and another 100 million to different types of works.
The Autoridad del Transport Metropolità (ATM) will receive 529 million euros to finance the integrated tariff system. For its part, the contribution to Renfe for the Rodalies service increases up to 356 million euros, in a context marked by the demand for improvements in the commuter rail network.
Road conservation will count on 167 million euros, a measure adopted after the deterioration of the AP-7 and the deficiencies in the A-2 were confirmed. Infraestructures de Catalunya will manage 126 million euros for specific actions on these roads.
- 193.86 million euros will be allocated to toll discounts and shadow tolls.
- 68 million euros will be invested in the tram between Cambrils and Vila-seca, in Camp de Tarragona.
- 60 million euros will be assigned to subsidies for public transport concessionaire companies.
- 40 million euros will be used to continue and maintain Barcelona's L9 metro line.
- 34 million euros will be reserved for works on bus stations and bus lanes.
Political negotiation and budgetary situation
The Generalitat closed 2025 with an executed investment of 3,423 million euros, the highest figure since 2013. If the budgets are approved, the Govern could have 9,100 million euros more compared to the extended accounts of 2023.
The Govern and Esquerra Republicana are finalizing the details of a parity investment consortium that will plan for five years ahead and that will include a compensation clause of up to 100% if 95% of execution is not reached.
The support of the Comuns is guaranteed, but Esquerra Republicana maintains its rejection until a commitment from the PSOE regarding the collection of the IRPF is unblocked. The parties have until March 18 to try to reach an agreement. Junqueras' group has announced that it will present an amendment to the entirety if there are no advances, although this could be withdrawn until the moment of the vote if a pact is closed.

The definitive approval of the budgets could occur after Easter, in April. However, treasury tensions are foreseen in April to pay current expenses if the situation is not unblocked.
