38.7% fewer contracts in Girona since 2020: the rental market contracts with no recovery in sight

The city of Girona has lost 38.7% of formalized rental contracts in five years, in a context of strong reduction in supply that also extends to Figueres, Olot and the Girona coast. The Girona Urban Property Chamber made public this Friday the report for the third quarter of 2025, in which it warns that accessing a rental home today is almost impossible and that the supply on real estate portals is practically non-existent.

The study places Girona as the municipality with the sharpest drop among the main areas analyzed. In Figueres, the accumulated decrease in contracts over five years reaches 37.1%, while in Olot it stands at 34.6%. On the coast, the decrease is more contained, although also relevant, with 18% fewer contracts in the same period.

The prices remain high despite recent moderation

During the third quarter of 2025, the average rental price in the city of Girona stood at 826.02 euros per month, 3.4% more than in the same quarter of the previous year. In Figueres, the average was 579.74 euros, with a year-on-year increase of 1.2%. In Olot, rent reached 542.99 euros, 1% more.

The coast was the only area analyzed that registered a decrease in the average rental price, with 741.42 euros. The report draws a general upward trend from the end of 2020 to 2023 and detects, from 2024, a moderation of growth along with greater quarterly volatility in some areas, in parallel with the entry into force of price regulation.

The Chamber charges against housing policies

The entity attributes the reduction in supply and the number of contracts to the housing policies applied in recent years and qualifies them as a failure. Among the factors it points out are the increase in regulation, price reductions it considers unfair and discriminatory, and the consideration of large landlord for owners with five homes, a measure that, in its opinion, has pushed to withdraw properties from the market or sell them.

The Chamber also points to the practical elimination of student and seasonal contracts, the suspension of evictions, and the increase in taxation on acquisition for the so-called large holders. The entity maintains that the combination of these measures has further narrowed an already strained market.

Request for a shift to increase the supply

Faced with this scenario, the Chamber demands a change in public policies to increase the supply of rental housing. Its approach involves incentivizing both small owners and large operators to incorporate apartments into the market.

It also proposes promoting the construction of public housing, private housing, and mixed public-private collaboration formulas, with the idea of expanding the available stock and correcting an imbalance that, in its opinion, has worsened in recent years in Girona and its surroundings.
