The Spanish Data Protection Agency has warned the Madrid City Council for disseminating personal data of Alberto González Amador in urban planning files regarding the works on the Chamberí home where he lives with the Madrid president, Isabel Díaz Ayuso. The resolution finds a violation of three articles of the General Data Protection Regulation.

The case presents an immediate contradiction. The same city council that opened files in 2022 to analyze a possible urban planning illegality ended up being sanctioned for how it handled and exposed the affected person's personal information, while a court later ruled in favor of González Amador, considering that the renovation was covered by a correctly submitted responsible declaration.

The Agency found three infractions and gave the City Council six months

The sanction, issued on November 19, 2025, is limited to a warning because the responsible party is a public administration. The Spanish Data Protection Agency ordered the correction of deficiencies in the municipal data protection system.

González Amador's complaint alleged that his full name, ID number, postal address, telephone number, personal email, and the complete content of the urban planning files had been leaked. It also included data about the home, including its layout, size, location of access points, and the budget for the work.

In August 2025, the Agency ordered the City Council to anonymize personal data in the public application, document user registrations and deregistrations with access to sensitive databases, and periodically review access permissions to internal databases. The body gave a period of six months to implement these measures.

Ayuso supported the claim filed in June 2024 by her partner. She stated at the time that "a citizen has the right to defend themselves if an institution reveals personal data to any administration."

Two municipal applications allowed access to the files

The Madrid City Council identified that the information originated from two different tools. One was managed by the Activities Agency and was publicly accessible; the other was reserved for authorized personnel.

After detecting the problem, the city council temporarily blocked the public application to work on anonymizing sensitive data. Additionally, it restricted access for a user who had consulted the internal application dozens of times.

The urban planning controversy had started with opened files in 2022 regarding the works at the Chamberí residence. However, in April 2025, a Madrid Administrative Litigation court ruled in favor of González Amador, concluding that the comprehensive renovation was covered by a responsible declaration.

The City Council appealed while more data about the property emerged

In December 2025, the City Council appealed the Agency's decision. Their argument was that a total anonymization of the public application would clash with transparency and urban planning regulations.

The Agency's resolution arrived one day before the Supreme Court ruling that convicted the former Attorney General Álvaro García Ortiz for disclosure of secrets in a case linked to González Amador.

Regarding the investigated property, it is recorded that the businessman bought the home in July 2022 for 850,000 euros, with a down payment of 350,000 euros and a mortgage of 500,000 euros. In the same building, Babia Capital SL, managed by tax advisor Javier Gómez Fidalgo, acquired a penthouse for 950,000 euros and rented it to González Amador for 5,000 euros per month with a purchase option, which was exercised last November.
