Terrassa wants to increase the public housing stock from the current 7.7% to 10% in 2031 with a plan endowed with 27.6 million euros and a package of measures that combines public promotion, private investment, and urban planning changes. The municipal plenary will approve this Friday the Local Housing Pact, which will serve as a framework for deploying the Local Housing Plan 2026-2031.
The main tension of the plan lies in the timeline and the chosen formula. While the political objective is set for 2031, most of the immediate impetus will come through the transfer of land under surface rights to private developers with public conditions, and direct construction by the city council will not resume until 2030.
Land transfer will mobilize 113 million and 740 homes until 2028
The first strategic line of the pact involves making municipal land available to private developers under surface rights. This route adds a public-private investment of 113 million euros and foresees the construction of 740 homes with deliveries until 2028.
The plan also incorporates homes contributed to the Generalitat de Catalunya under surface rights. To this pool, 48 plots with capacity for 2,600 homes are added, a land reserve that the city council considers one of the levers for expanding affordable supply in the coming years.
Along with this formula, the city council plans to resume its own construction in 2030. The program also includes the direct purchase of properties, the use of pre-emption and redemption rights, agreements with large holders, and the attraction of apartments through the rental exchange with incentives.
The plan reserves 4 million for rehabilitation and will open a one-stop shop
The Local Housing Plan 2026-2031 will allocate 4 million euros to the rehabilitation of old homes. The measure seeks to act on the existing stock while new protected housing is being developed.
In addition, the city council will launch a one-stop shop to centralize housing services. This point of attention will concentrate legal advice and support for residents who need to process aid, resolve incidents, or access residential resources.
Another measure included in the pact is the creation of a specific sanctioning team to pursue real estate harassment and bad practices. In parallel, the city council will modify the POUM to regulate tourist use and seasonal rentals.
The document that will be submitted to a vote this Friday sets as a horizon that Terrassa will go from the current 7.7% of public housing to 10% in 2031.
