The L'Hospitalet City Council has presented the II Local Plan for affective, sexual, and gender diversity, the document with which it wants to set the municipal lines of action to guarantee the rights of LGBTI people and prevent situations of discrimination in the city.
The plan is structured into two major strategic lines, 40 objectives, and 99 measurable actions. The roadmap continues measures already initiated in the previous municipal term and proposes new actions in areas such as administrative services, internal training, and effective equality in access to employment.
Criticism for the calendar and the participatory process
From L"HOrgull, its president, Xavi Mombiela, has questioned the moment in which the document is approved and has lamented the accumulated delay with respect to the previous plan.
"What we value, mainly, is that this plan arrives late. The previous one ended in 2022 and we are already approving the one for 2026, although the plan's date is April 2025" - Xavi Mombiela, president of L"HOrgull
Mombiela also assured that the entity's participation in the drafting of the text has been limited and that there was no subsequent feedback on the contributions made during the process.
"They invited us to a session that was initially informative and once in that session they told us that we had to do some activity, to which, as always, from L'HOrgull we participated and put all our knowledge on the table, we presented almost 70 proposals in different institutional areas, youth, sports, health..." - Xavi Mombiela, president of L'HOrgull
Even so, the president of the collective has acknowledged that the document maintains actions that were already underway and that some of them were still pending completion.

Municipal Training and Changes in Procedures
One of the points that the plan wants to reinforce is the training of the City Council staff. The emphasis is placed especially on the Guardia Urbana de L"Hospitalet, an aspect that Mombiela considers necessary within the city's institutional response.

The document also foresees advances in administrative matters. Among them is the incorporation of new gender options in municipal forms to adapt procedures to realities that were not previously included.

Measures to guarantee rights and improve labor insertion
The second axis of the plan focuses on the guarantee of rights, with measures aimed at promoting effective equality, especially in the workplace. The text includes actions to improve the labor insertion of LGBTI people and places specific attention on the trans community.
Mombiela has warned, however, that the document refers to regulations that are no longer in force.

Despite that observation, he has underlined that the plan does include concrete actions to favor access to work for trans people.

The head of L"HOrgull has linked these measures to the inequality suffered by this group in the labor market and has focused on coordination with public employment services to facilitate their integration. The new municipal plan thus begins with a broad base of objectives and actions, although also with demands for greater agility and more return to the entities that have participated in its definition.
