The first competition for the public reserve of plots for social housing for rent for seventy-five years has allocated 1,940 apartments throughout Catalonia, with a notable figure of 337 units assigned exclusively to the province of Tarragona.
Territorial distribution and exact location
The territorial distribution is configured through four distinct plots within the demarcation. Two of these lands are located within the scope of Partial Plan PP10, in the vicinity of the Les Oliveres neighborhood, where the Direcció General d"Habitatge plans to build a total of 237 homes spread across two different plots. One of them will accommodate approximately 150 apartments while the second plot will allocate space for about 87 units. Outside the capital, the project includes actions in neighboring municipalities. In Cambrils, the land located next to Anoia street will allow the construction of 52 homes. For its part, the plot located on Institut de L"Arboç avenue has a projected capacity for 48 more homes.
Selection process and political context
The Department of Territory, Housing and Ecological Transition launched the contracting process in January to select the construction companies that will execute the projects. The candidacies presented by the private sector have recently been made public. The lot that includes Tarragona was of the greatest commercial interest and received applications from six companies, among which stand out Landetic S. L., Visoren Copisa Habitatges, Copcisa S. A., Fundació Privada Salas per l'Accessibilitat, Compañía Española de Viviendas en Alquiler S. A. and Evolvere S. L. A total of eight companies participate in the four municipal groupings. The next administrative step consists of the selection of a single developer for each grouping, who will assume the complete management of the residential development. This same provincial lot also includes an extra-provincial action consisting of the construction of 40 apartments in Vilafranca del Penedès. The final award will be based on technical criteria such as the economic and financial plan, the planned methodology for the planning and control of the execution of the works, as well as the conservation and maintenance program for the buildings. This initiative is part of the Pla 50.000, an investiture agreement agreed upon between the PSC, ERC and Comuns.
The launch of these promotions will mark a milestone in the supply of protected housing in the area. Construction deadlines will begin to count as soon as the corresponding contract is signed with the selected company, which will accelerate the availability of homes for families in need within the Tarragona territory.
