The Reus Urban Guard has incorporated a specific speedometer to check if personal mobility vehicles exceed the legal limit of 25 km/h. The control allows the driver to be reported for a serious administrative infraction, the vehicle to be immobilized, and transferred to the municipal depot.
The measure comes in a context where scooters have become widespread as an urban mobility option, but some users are traveling well above the allowed limit. During the campaign coordinated with the Servei Català de Trànsit between May 18 and 24, agents removed 15 vehicles for speeding and detected one case of a scooter traveling at 65 km/h.

When a personal mobility vehicle exceeds 25 km/h due to tampering, the fine amounts to 500 euros, with the possibility of reducing it to 250 euros for prompt payment. Furthermore, police intervention allows the vehicle to be taken out of circulation at the same time.
In cases of scooters with seats, the consequence can go beyond the fine. If it exceeds the maximum speed, the vehicle is considered a moped, which requires a driving license and can lead to a crime against road safety if the user does not have one.

Reus processed 452 complaints in 2025 for personal mobility infractions
In 2025, the Urban Guard processed 452 complaints for infractions by personal mobility vehicle users, a figure slightly higher than the previous year. Among the most common behaviors are riding on sidewalks and pedestrian areas, negligent driving, and carrying more people than allowed.
State regulation also requires civil liability insurance and registration in the DGT's Registry of Light Personal Vehicles using the chassis number and a visible identification code. The lack of insurance can result in fines ranging from 202 to 800 euros.
For new models, the regulation requires the incorporation of a factory certificate accrediting that they have not been tampered with. Those who acquired the scooter before 2024 have until January 1, 2027, to comply with this requirement.
In addition to street checks, the Guardia Urbana carries out educational activities in Reus educational centers aimed at first and fourth-year ESO students. Last year, these sessions reached more than 1,400 students.
Scooter and bicycle users are subject to a blood alcohol limit of 0.25 mg/l of exhaled air, while minors must comply with a zero rate.
