The Parliament has censured the Minister of the Interior and Public Security, Núria Parlon, and the Director General of the Mossos d'Esquadra, Josep Lluís Trapero, for police infiltrations in teachers' assemblies, and has requested their dismissal. The chamber also called for the departure of the Minister of Education and Vocational Training, Esther Niubó, if she does not reach an immediate agreement with the educational community in the open conflict with the teaching staff.

The vote shows a broad majority to condemn practices that the chamber itself considers a violation of fundamental rights, but not an identical majority for all political and police officials. Parliament has established that the infiltration of two agents into a teachers' union assembly, where strike days and mobilizations were being organized, crossed that line.

Junts, ERC, and the CUP pushed forward the censure of Parlon and Niubó

The censure and request for dismissal of Parlon and Niubó succeeded with the votes of Junts per Catalunya, Esquerra Republicana de Catalunya, and the CUP. PSC-Units and the PPC voted against, while Vox, the Comuns, and Aliança Catalana opted for abstention.

In Trapero's case, the favorable bloc was larger. Junts, ERC, the CUP, and the Comuns supported his censure and dismissal, against the rejection of PSC-Units and PPC and the abstention of Vox and Aliança Catalana.

Furthermore, the chamber urged the Government to prohibit infiltrations by Mossos d'Esquadra agents into social movements, associations, collectives, or unions when there is no judicial authorization. This point passed with the support of almost the entire chamber, except for the negative vote of the PPC and the abstention of Vox.

Parliament maintained that two infiltrations violated fundamental rights

The parliamentary resolution focuses on the actions of two agents within a teachers' union assembly. Their presence coincided with the preparation of strike days and other mobilizations in the education sector.

Xavier Pellicer, a deputy from the CUP, argued that the motion aimed to curb impunity and put an end to what he described as a drift by the Department of the Interior against the right to protest. He also stated that 13 out of the 14 centers where the pilot test was planned have already rejected it.

On behalf of the Comuns, Andrés García Berrio called for a change in the general police leadership and described the infiltration into a teachers' assembly as intolerable.

Sònia Martínez, a deputy from Junts, maintained that apologies are not enough when fundamental rights are violated and censured that the plan to introduce agents into centers had been promoted without consensus. Laia Cañigueral, a deputy from ERC, recalled that her group had already requested the dismissal of the Director General of the Police and defined the events as extremely serious.

The PSC defended that the Government is trying to prevent it from happening again

Christian Soriano, a deputy from PSC-Units, rejected the motion considering that it starts from a false premise about the security model. In his speech, he defended that the Government has recognized that the situation of the undercover agents is not liked and that it is working to prevent it from happening again.

He also reproached the promoting groups for having turned the parliamentary initiative into an accumulation of resignations, dismissals, and reprimands.

Pellicer added during the debate that 13 out of the 14 centers planned for the pilot test have already rejected it, one of the most concrete data points presented in the session.
