The Lleida City Council has declared the call to fill the position of Deputy Director of Urban Agenda void after the only candidate considered recommendable could not guarantee an incorporation without conflicts of interest. The decision leaves a position vacant that has already had two replacements during the current term.
The paradox of the process is that only the highest-scoring candidate obtained a recommendable rating, but their current professional situation weighed more than that assessment. The accreditation committee warned that they hold a qualified position in a company in the urban services and public works sector, a link incompatible with part of the municipal position's duties.
The committee warned of abstentions in large contracts
The evaluation body concluded that this professional activity would oblige the applicant to abstain from participating in large urban services and public works contracts. It also noted a possible conflict with management files linked to the Urban Agenda area.
With this scenario, the council has opted not to fill the position. The call is thus left without an award despite the process having identified a candidate in the first place in the ranking.
The vacancy remains after two dismissals in the same term
The decision adds instability to a position that has not managed to consolidate itself during the current municipal term. Before this call, two other individuals had already resigned from the deputy directorship of the Urban Agenda for different reasons.
