The Paeria de Lleida has activated the processing of four proposals from social developers to build up to 580 homes on seven municipal plots. The announcement was made this Monday by the mayor, Fèlix Larrosa, during a visit to the works of La Llaó, the cooperative development that Sostre Cívic is building in the Joc de la Bola neighborhood.

The move comes as a residential model advances that seeks to expand affordable housing options with formulas other than purchase, but which requires future residents to make an initial contribution of between 9,000 and 15,000 euros. In La Llaó, this formula will translate into 25 officially protected homes under a use-transfer scheme, with entry planned for mid-2027.

Larrosa announced up to 580 homes on seven municipal plots

The technical commission for Housing has given the green light to the start of processing the four proposals submitted by social developers. The municipal plan is to develop up to 580 homes spread across seven publicly owned plots.

During the visit to Joc de la Bola, Larrosa linked the measure to a change in the way of accessing and living in housing. The mayor defended this shift and focused on shared spaces as a piece of social and community cohesion.

The Sostre Cívic development is being built on a plot ceded by the Municipal Company for Urban Agenda, the EMAU, through a 75-year right of surface. The building will include one- to three-bedroom homes, community spaces, a commercial premises, and one parking space per unit.

La Llaó plans 25 apartments and monthly fees between 380 and 650 euros

La Llaó will operate under the use-transfer system, a formula in which residents do not acquire ownership of the apartment, but do have the right to live in it. Clara Bricullé, project coordinator, argued that this scheme safeguards the affordable nature of the development by preventing resale and speculation.

To access one of the homes, interested parties must be registered in the protected housing registry and meet the economic requirements set for these types of developments. Access also requires an initial contribution of between 9,000 and 15,000 euros.

Afterwards, monthly payments will range between 380 and 650 euros, to which services must be added. The cooperative's forecast places the residents' move-in date in mid-2027 for the 25 protected homes in the building.

On the construction level, the development opts for industrialized wood materials and a low energy consumption building. The project thus incorporates sustainability and innovation criteria on a municipal plot in the Joc de la Bola neighborhood.

The plot on which La Llaó is being built has been ceded by the EMAU with a surface right of 75 years, and the building will include one- to three-bedroom homes, community spaces, a commercial unit, and one parking space per apartment.
