The Balaguer Local Police have seized more than 25 electric scooters since the regulation requiring insurance and registration for these vehicles came into effect in the capital of La Noguera at the end of January.
The reinforcement of controls comes while models prior to 2024 maintain a moratorium until 2027 to adapt, but since January 30th, officers have already been processing fines for riding without official registration, without an identification sticker, or without a marking plate. The lack of mandatory insurance can result in fines of up to 800 euros.
Balaguer Seized More Than 25 Scooters After Requiring Insurance and Registration
The cases opened by the local police are not limited to documentation. The Local Police have also sanctioned behaviors such as negligent riding and the use of scooters by minors who do not meet the minimum legal age.
In addition to insurance, the regulation requires these vehicles to be certified and registered in the Registry of Light Personal Vehicles. They must also carry a visible identification sticker and the corresponding marking plate.
The campaign affects a vehicle that is widely used for urban travel, but it is subject to the same basic road safety rules as other road users. Scooter riders cannot use their mobile phones while riding and must respect the same maximum alcohol limits as other vehicles.
Campaign in Catalonia Also Monitors Speed, Sidewalks, and Interurban Roads
In the coming weeks, Balaguer will intensify controls as part of a coordinated campaign in Catalonia with the Catalan Traffic Service and other police forces.
The regulation sets the maximum permitted speed for electric scooters at 25 km/h. It also prohibits riding on sidewalks, interurban roads, highways, and expressways.
Since the new requirement came into effect, the Local Police insist that an electric scooter is not a toy and that its use involves responsibilities and risks for the rider and for other road users.
The moratorium for models prior to 2024 will remain in place until 2027, although since January 30th, it has already been mandatory for certified scooters to have insurance, be registered in the official registry, and display an identification sticker and marking plate.
