The City Council of Girona has asked justice to consolidate into a single case the different open proceedings regarding the occupied block of number 13 and 15 of Ferran Puig round, a property that drags several incidents in recent months and that also presents structural deficiencies.
The municipal initiative seeks, in parallel, to facilitate measures to expel from the city people who accumulate arrests and who did not previously reside in Girona. The mayor, Lluc Salellas, has publicly defended this line of action and maintains that the council has been demanding for months a more forceful judicial response to the building's problem.
A single cause to address the conflict
The municipal government considers that the accumulation of procedures can help to order the judicial response on the same focus of conflict. The block has been occupied since the summer of 2024, after having remained abandoned for years, and since then it has focused part of the neighborhood and municipal concern due to the episodes registered in its surroundings.
Salellas conveyed this approach on the social network X, where he insisted on the need to act on people "who accumulate many arrests and who until now were not in Girona".

Meetings with property, security and municipal services
In recent weeks, the City Council has maintained contacts with the property of the building, with the security forces and with different municipal services. The purpose of these meetings passes through to study all possible avenues to put an end to the existing insecurity around this property on Ferran Puig ring road.
The local executive frames these meetings within a broader strategy to try to unblock a situation that has become chronic. The building has been the scene of several incidents in recent months, although the council now focuses its efforts on a coordinated action on the judicial, police, and administrative level.
A property with security problems
Along with the conflict over the occupation, the block presents an added conservation problem. The property has a risk of detachments on the facade and other structural deficiencies, a state that further complicates the management of the case and reinforces concern about the building's conditions.
With this petition to the courts, the City Council intends to concentrate the open fronts on the same property and accelerate a response that allows intervention on the property and on the insecurity associated with this point of the Ferran Puig ring road.
