The Defender of Citizens of Girona, Marta Alsina, has denounced in her annual report the fraudulent use of reduced mobility parking cards by deceased persons. This practice, confirmed after a citizen complaint and the collaboration of the Association of Multicapacities, generates a direct grievance to those who truly need these spaces.
Alsina proposed modifying the control system over the validity and ownership of these authorizations. The defender urged the establishment of mechanisms that facilitate information between administrations to keep data updated and avoid abuses derived from ignorance or bad faith. The document also registers a complaint for disagreement with the sanctions imposed for these types of infractions.
In the specific case analyzed, a fine of 200 euros was imposed for incorrect parking and 301 euros for fraudulent use of the corresponding card.

Marta Alsina made it clear that the Municipal Police must maintain this line of action in the face of the abuse of these authorizations. However, regarding the sanctioned case, the defender emphasizes that there was no bad intention or profit motive on the part of the affected person. Authorizations generate problems especially when the holder is not the driver and must travel within the vehicle. The municipal ordinance sets fines of 200 euros for parking in exclusive zones without authorization, while fraudulent use entails a penalty of between 301 and 6,000 euros according to other regulations.
According to figures provided by the City Council, in 2024, 921 fines were imposed for parking in spaces reserved for vehicles of people with reduced mobility. The report was presented this Monday in an extraordinary plenary session, although the ombudswoman did not detail this specific case during the session.
