Figueres plans to promote 1,044 affordable rental homes and a reinforcement of rehabilitation aid with the Viure a Figueres plan, a five-year municipal roadmap with a horizon until 2030 that will be presented this Thursday afternoon in a monographic plenary session on housing.
The proposal includes 847 affordable rental flats, 78 managed by cooperatives or social entities, 70 for elderly people and 49 that are undergoing rehabilitation in the Rhodes building through the SociHabitat cooperative. The municipal objective is to expand the residential offer and also act on the existing stock.
Distribution of the promotions by sectors of the city
A prominent part of the plan focuses on the Parc de les Aigües sector, where 337 homes are projected. Of that total, 51 are already being processed and there are two INCASOL developments that have a license.
In the Ronda sector, 198 accessible flats are foreseen, of which 26 will be managed by social entities. In Cendrassos, 52 homes are projected, distributed between 26 managed by social entities and another 26 of a cooperative nature.
The planning also incorporates 70 homes in the neighborhood of La Marca de l'Ham, on a municipal plot, through a land swap next to the CAP Masdevall. Added to this are 268 homes on SEPES land.
More resources for rehabilitation and accessibility
The municipal plan proposes to progressively double several lines of aid during the next five years. Those allocated to building rehabilitation will increase from 200,000 euros annually to 400,000 euros. Aid for facade rehabilitation will grow from 150,000 to 300,000 euros and those allocated to accessibility improvements will increase from 170,000 to 340,000 euros.
In parallel, the City Council plans to raise the IBI bonus for developers of new construction or rehabilitation from 50% to 75%. The ICIO for new official protection constructions intended for rent or purchase will remain at 50%.
Funds for home purchase
The strategy also incorporates 2.5 million euros from the Pla de Barris Figueres Oest for the acquisition of housing. The Fons de Patrimoni del Sòl i Habitatge currently has another 2.5 million euros.

With this approach, the municipal government will bring to the plenary a proposal that combines new construction, social housing, cooperative formulas and rehabilitation to try to expand the residential offer in different points of Figueres from now until 2030.
