More than thirty health technical staff professionals from the Hospital Universitari Joan XXIII gathered on Monday, May 25, in front of the center to demand their professional reclassification in a strike day that forced the paralysis of six operating rooms without urgent or oncological activity.
The protest once again placed the conflict at a point of clash between an agreement signed in 2022 to order that reclassification and its actual implementation, still stalled by the lack of financial resources that must be authorized by the Ministry of Finance.

The mobilization took place in front of the Tarragona hospital with the participation of more than thirty members of the health technical staff. The strike affected six operating rooms that do not handle urgent or oncological services, while the concentrated staff demanded that the pending professional category change be executed.
Olga Carpallo, a CCOO union delegate, considered the strike's follow-through a success. The protest in Tarragona is part of a demand that affects senior and intermediate technicians of the National Health System.
Finance keeps the 2022 agreement frozen
The workers demand the application of the Framework Agreement for a 21st Century Administration, signed in 2022 by the Government, UGT, and CCOO. That document provides for the professional reclassification of the group, but the process remains pending because the necessary budgetary item does not exist.
Last Thursday, a part of the sector already mobilized in Madrid in front of the Ministry of Finance to denounce that paralysis. In the union manifesto, the organizations maintain that this ministry must authorize the economic transfer so that the Ministry of Health can immediately execute the reclassification.
In that same text, the unions describe the situation as a "blockade imposed" by the Ministry of Finance and state that the delay maintains the precariousness of the group and hinders the modernization of public administrations and the National Health System.
The last protest prior to the Joan XXIII gathering took place last Thursday in Madrid, in front of the Ministry of Finance, to demand the budgetary item that would allow the activation of the agreement signed in 2022.
