ERC and Junts per Catalunya yesterday blocked in Tarragona the approval of the bases for the call for applications for the management of the Agrupació d'Interès Econòmic, the AIE that brings together EMT, Habitatge, Palau and Mitjans de Comunicació. The vote only took place in the Servei de l'Habitatge and left the municipal government of the PSC in the minority.
The halt occurred in a position intended to coordinate several municipal companies, but with a planned dedication of 30% and a fixed salary of 25,000 euros per year plus 2,500 variable. That design concentrated the opposition's criticism and ended up overturning bases that required unanimous approval to move forward.
ERC and Junts overturned the bases in Habitatge and the rest of the companies withdrew the item
During the session, the companies that make up the AIE were to vote on the conditions for the selection process for the new manager. However, the debate only progressed in the Servei de l'Habitatge, where ERC and Junts per Catalunya rejected the text, while PP and En Comú Podem opted for abstention.
With that distribution, Rubén Viñuales' executive did not gather the necessary support. After that result, EMT, Palau and Mitjans de Comunicació withdrew the item from the agenda as they did not have the unanimous approval required to approve the bases.
The discussion affected a position intended to act on several municipal companies. Even so, part of the opposition focused its objections on the fact that the fixed dedication was partial and that the conditions of the professional profile were, in their opinion, poorly defined.

Maria Roig, councilor for ERC, rejected the text considering that it did not sufficiently specify the preparation required for the position. The councilor also criticized the deadlines with which the local government has proposed the creation of this structure.

Roig added that Viñuales arrives "late and badly" to this reorganization attempt after three years in office. Her group was one of the two that voted against it in the Servei de l'Habitatge, the only body where the proposal was put to debate.
Also Jordi Sendra, councilor of Junts per Catalunya, said he did not see the bases clearly. Among his objections, he asked why management only foresaw a 30% dedication when the new executive had to improve the efficiency of several companies, and asked to specify the variable part of the salary.
From the abstention bench, Jordi Collado, councilor of En Comú Podem, reproached the municipal government for acting as if it had an absolute majority and for not working on the matters brought to municipal companies beforehand. PP and En Comú Podem did not vote against, but they also did not facilitate the approval of the text.
