The Local Police of Cambrils will stop doing overtime for the containment of top manta in Cap de Sant Pere. The decision has been announced this April 17 by the Staff Board and the Works Council, in a new episode of the labor conflict open in the City Council.
The measure affects a sensitive point of the municipality, where the street vending of counterfeit products has returned since Holy Week. Until now, voluntary extraordinary services allowed maintaining a permanent surveillance and control device in that area.
The unions denounce lack of resources and overload of ordinary patrols
CSIF, UGT and CCOO maintain that those overtime hours were the formula that made it possible to reinforce the police presence against street vending. In their statement, they warn that the political instruction involves maintaining that service with the usual contingent, a decision that, in their opinion, reduces the operational capacity of the force in other basic functions.
The labor representation assures that assigning ordinary patrols to Cap de Sant Pere compromises citizen security and traffic services. It also speaks of an effective neglect and a reduction of public service for the citizens of Cambrils.
Discomfort over working conditions and Human Resources management
The conflict is not limited to the operation against the top manta. The Staff Board and the Works Council denounce that the police staff continues to be paid according to the remuneration agreement of 2003, a situation that they consider unsuitable for the current reality of the force.
Furthermore, they state that the current head of the Local Police still does not receive the corresponding remuneration despite having assumed the position more than a year ago. That point adds to the general discomfort over internal personnel management.

Notice of new measures of pressure
The social side warns that the conflict may escalate. In the same statement, it points out that the Local Police will intensify pressure measures if there are no rapid changes, in a context marked by the return of street vending and by the tension between the operational needs of the municipality and the labor situation of the staff.
The withdrawal of overtime hours now opens a scenario of uncertainty about how the containment of top manta will be organized in Cap de Sant Pere in the midst of the spring campaign, while the workers' representatives maintain their criticism for the lack of compliance with the agreements reached in December.
