The promoting commission of the popular consultation on the installation of chemical industry of the LOTTE Project in the Comellarets area, in Mont roig del Camp, has publicly denounced what it considers "constant impediments" from the City Council to process the participatory process.
The promoters maintain that the Mayor's Office keeps the procedure paralyzed with the argument that the council does not have sufficient technical or personnel means to assume the logistics and the verification of the requirements of the consultation. In their opinion, that lack of resources is being used to delay the deadlines.
The commission speaks of blockage of the procedure
The promoting platform assures that the Department of Citizen Participation has requested logistical and legal assistance from the Provincial Council of Tarragona as it does not have personnel with a legal profile. Despite this, it interprets this situation as a delaying tactic and as a violation of the right to citizen participation.
In its statement, the commission directly charges against the mayor of Mont roig del Camp, Fran Moracho, whom it accuses of violating that recognized right, they recall, both in the municipal regulation and in the current legislation.

The promoters add that the lack of resources is an "excuse" to prolong the file in a context marked by the proximity of an election year.

The commission also states that this situation is not new. It maintains that the inactivity in the processing already forced them to present a complaint before the Síndica de Greuges at the end of 2025 for the management of the file.

In the same positioning, the platform insists that prior consultation is an essential condition for any advance of the industrial project planned in Comellarets.
Rejection to process the project without prior consultation
The promoting commission maintains that "without consultation there is no project" and warns that the multinational's initiative must not go forward if before the population of the affected territory is not heard.

The promoters consider that the urban planning modification linked to the project affects health and the environment and that it cannot be approved without the consensus of the neighborhood. Therefore, they demand that the City Council stop instrumentalizing bureaucracy to silence popular will and that it immediately continue the processing of the consultation in Mont roig del Camp.
