The extraordinary regularization process in Tarragona has triggered the demand for vulnerability reports, a document that is now also processed in civic centers enabled by the City Council in addition to the Serveis Socials offices. In this context, the Quilòmetre Zero association, based in Via de l"Imperi Romà, remains as the only entity in the city accredited as an immigration collaborator to issue this report.

The increase in applications has placed this procedure at the center of social attention in the city. The issuance of the vulnerability report has been reinforced with new municipal service points to absorb a growing demand linked to extraordinary regularization.

A single accredited point outside of the municipal network

Quilòmetre Zero plays a singular role in Tarragona by being the only accredited entity to collaborate in the expedition of this document. Its office, located on Via de l"Imperi Romà, has become one of the reference spaces for people who need to accredit their situation of vulnerability within this administrative process.

From the entity they warn of the difficulties that many people encounter during the processing. "We have verified that we send people to do the same procedure with the same documents and the obstacles are much more frequent depending on the color of the skin", explains Janett Cardona, administrative technician of the Quilòmetre Zero association.

The entity denounces obstacles in the processing

The same professional thus summarizes the journey that many users must face. "It's a chain", points out Janett Cardona, in reference to the accumulation of steps and administrative barriers that can affect the process.

The association not only intervenes in the issuance of reports. Quilòmetre Zero also manages the Ubuntu accompaniment program and the Ambtu mentoring program, directed at former foster youth, two lines of work focused on social support and integration.

The social accompaniment, beyond the procedure

Among the people linked to the entity is Majid El Mountsser, a volunteer of Quilòmetre Zero. He arrived in Spain from Morocco when he was 15 years old and currently works as a nursing assistant at the Institut Pere Mata. His journey is framed within the accompanying work that the association carries out with migrated people and young people in a situation of special vulnerability.

The pressure on this type of reports keeps Tarragona awaiting the response capacity of social services and accredited entities, at a time when the extraordinary regularization has turned an administrative procedure into an urgent need for many people in the city.
