The City Council of Tarragona has declared the public tender void for the repair and paving of 14 streets and roads of the city, works planned for the Tour de France stage that will depart from the Tarragona capital next July 5 bound for Montjuïc, in Barcelona.
The tender was published on March 12 with an estimated budget of 186,000 euros. The process has been annulled with 76 days remaining until the start of the stage, after the only company presented, Oumeskur Construcciones y Obras, registered two offers.
The contest is annulled due to the presentation of two offers
The resolution of annulment of the process bears the signature of the councilor of Finance, Internal Services and Technology, Isabel Mascaró, of the PSC. The document states that the doctrine of the administrative courts on this type of cases obliges to exclude both proposals, even if the error could be related to a defective configuration of the system on the bidding platform.
"The doctrine of the administrative courts in relation to the submission of two offers, even conceding that the error could have been due to a case of defective system configuration on the bidding platform, is that this fact entails the exclusion of both offers" - municipal resolution
With this decision, the procedure is left without an awardee at a time marked by the proximity of one of the most relevant sporting events on the city's calendar.
The works were planned on the route of the stage
The actions were aimed at conditioning different points of the route through which the race will run in Tarragona. The plan contemplated a neutralized route of 5.9 kilometers through the city center, passing through Parc del Francolí, Rambla Nova, Rambla Vella and Via Augusta, in addition to the municipal section from the height of La Savinosa.
The Tour de France stage scheduled for July 5 will cover 178 kilometers between Tarragona and Montjuïc. The paving was part of the preparations to adapt the start and the first kilometers of the urban itinerary before leaving the municipal area.
Request for explanations about the calendar and the cost
In this context, the PP councilor Álvaro Batlle demanded from the mayor Rubén Viñuales, of the PSC, details about the paving schedule. Among the questions raised were when the works will begin, when they will end, in which sections action will be taken, what amount each part will cost, and what the total budget for the action will be.
From the council they point out that the municipal technical services are looking for formulas to execute the actions on time. The unknown now focuses on how the procedure will be reordered to be able to intervene in the planned points before the departure of the stage from Tarragona.
