The students of the Santa Maria del Mar school in Salou have gone almost two school years without being able to use half of the playground due to construction work. In 2024, work began to install a large cover in the multi-sport court area next to Barcelona street. The City Council awarded the works in May 2024 with a cost of 1 million euros.
The expected duration was seven months, but the work has lasted almost two years. The responsible company, Cosplaan, has entered into pre-insolvency proceedings.
Technical Deficiencies and Paralysis
Last year, deficiencies were detected in the welds that forced the dismantling of the roof and the replacement of elements. The city council held a meeting with Cosplaan to try to reach an agreement for the assignment of credit to four subcontracted companies.
"We are working so that these companies receive the money owed to them and are in charge of finalizing the work under the supervision of the City Council"
The Councilor for Urban Planning, Hèctor Maiquez, declared this week to the local press. His objective is to prevent the judicial situation from definitively halting the completion of the educational project. Maiquez stated "Let's hope it doesn't reach the situation where the company goes into receivership and that it can be resolved." Before the spokesperson for the PP, Mario García, Maiquez admitted that the initial deadlines are impossible to meet.
García denounced "The contract was awarded in the year 2024, we are in May 2026 and the children still cannot enjoy the facilities and cannot go out to the patio".
The criticism focuses on time management and the lack of municipal foresight. García warned about the possible loss of a subsidy of more than half a million euros granted by the Provincial Council. This figure could be reduced if the effective execution of the funds committed two years ago is not justified.
The cover consists of a metal structure of about 1,200 square meters and 10 meters maximum height. The installation is supported by concrete pillars and will have new interior lighting.
