The Tarragona City Council has launched the public tender to fill the business management position that will coordinate the companies of the Economic Interest Grouping, made up of EMT, Economic Development, Media, and Housing. The position, provisionally held by Néstor Cañete since January, will have a 30% dedication of the workday and a maximum annual remuneration of 27,500 euros.
The call incorporates one of the unique features of the new municipal management structure. The position will be considered senior management, will assume functions related to payments, assets, investments, and the daily activity of four municipal companies, and at the same time will be compatible with other public or private jobs as long as they do not generate conflicts of interest.
The tender sets 27,500 euros to coordinate EMT, Media, Housing, and Economic Development
The bases provide for a base salary of 25,000 euros and up to 2,500 euros in variable pay. The manager will be responsible for enforcing the assembly's agreements, administering the grouping's assets, executing the investment plan, and organizing, directing, and inspecting ordinary operations.
In addition, the position will have the authority to order payments and introduce improvements in work methods. The council requires a higher education degree and two years of accredited experience in public sector management roles or five years of professional practice in the private sector.
Néstor Cañete has provisionally held this responsibility since January. Now the city council is opening the process to fill it on a permanent basis as part of the redesign of the administrative leadership being promoted by the municipal government.
The management reform adds a third piece while the appointment of Dani Milà remains pending
The new position becomes the third piece of the municipal management structure. Previously, the management of Territory passed to Jordi Dies on January 1, after a 17-year career in the administration during the terms of Josep Fèlix Ballesteros, Pau Ricomà, and Rubén Viñuales.
This rollout is not yet complete. The municipal government still has to appoint Dani Milà as manager of Economic Promotion, although he was selected in February after the resolution of appeals filed in the process.
The municipal forecast involves completing this reorganization before the 2027 elections, with a chain of appointments that must define the distribution of management functions in key areas of the city council and its companies.
In the immediate calendar, Dani Milà's designation could reach the municipal plenary session on June 19.
