The Guàrdia Urbana of Tarragona has launched an intensive control campaign on bicycles, motorcycles, mopeds, and personal mobility vehicles to reduce risky behavior on public roads. The operation started on Monday the 18th and will last until Sunday the 24th of May, coordinated by the Servei Català de Trànsit and simultaneously in several Catalan municipalities.

The surveillance focuses on common urban mobility infractions, but also on a point that has gained importance in recent controls, electric scooters. In the last campaign of January 2026, Trànsit processed 799 complaints against personal mobility vehicles, compared to 281 against cyclists.

Officers control sidewalks, traffic lights, and passengers on scooters

Officers will review behaviors such as riding on sidewalks and pedestrian areas, running red lights, not respecting right-of-way, driving against traffic, or carrying passengers on personal mobility vehicles.

In the case of bicycles, the campaign includes distractions, dangerous cycling, improper parking, and the mandatory use of approved helmets. It will also observe the behavior of motor vehicle drivers in their relationship with cyclists and personal mobility users.

For electric scooters, the regulations prohibit riding on crossings, interurban roads, or urban tunnels. It also does not allow the use of mobile phones or headphones, exceeding 25 kilometers per hour, or carrying more than one person.

At night or when visibility is low, users must also wear lighting and reflective elements. The campaign also includes checks for alcohol and drugs.

Torredembarra joins controls with drones and plainclothes officers

The controls will be deployed with static devices at different points, with branded vehicles, uniformed officers, and plainclothes police. The operation will have the support of the Drone Unit, which will allow for the detection of infractions before drivers reach the control point.

In the Tarragona area, the Local Police of Torredembarra also participates. There, surveillance will focus on the circulation conditions of bicycles and personal mobility vehicles, in addition to compliance with regulations on alcohol and drugs.

The campaign reminds that electric scooter drivers are obliged to undergo alcohol and drug tests. In cases involving minors, the sanctions will fall on their parents or legal guardians.

Data from the January 2026 campaign of the Servei Català de Trànsit show 281 complaints against cyclists and 799 against personal mobility vehicles, with most sanctions against scooters for violating traffic conditions and for not using a helmet or other protective equipment.
