The project for the coastal path of La Savinosa, in Tarragona, remains blocked and the works cannot start five months after the contract was formalized. The action, planned over a 700-meter stretch on the estate of the old sanatorium, is the only plan that has advanced in this space when in 2026 it will be 50 years since its closure.

The investment was awarded to the company Seranco for 955,000 euros and the formalization of the contract was published in the Official State Gazette on December 1. Despite this, the intervention remains pending new administrative processing after the changes introduced in the initial project.

A project retouched after environmentalist criticisms

After the public tender closed, environmental entities led by SOS Costa i Camp de Tarragona questioned the planned design. The criticisms focused on the width of the promenade, initially set at five meters, and on the possible impact on protected species in the area, among them the limonium.

From there, the Provincial Council, the Sub-delegation of the central Government and the City Council renegotiated the already contracted project. The margin of maneuver was limited, since the administrations sought to avoid substantial changes that could open the door to appeals. The limit set was that the modifications would not exceed 20% of the awarded plan.

At the end of February, it was agreed to reduce the width of the path to 4.4 meters. The access was also modified to save a consolidated dune, a correction proposed by the City Council. At the same time, the route was moved towards a more inland area at the request of the State to avoid the perimeter and reduce the impact on native species.

More land cession and new procedures

The modification of the route has also forced the expansion of the surface area of the property that the Provincial Council must cede. That cession goes from one hectare to almost two hectares, a change that requires new technical reports and more bureaucratic files before being able to authorize the start of the works.

"We cannot announce any timetable for the start of works until we have the authorization from the Provincial Council. It is in their hands" - sources from the central Government

The same sources place the new processing in a near horizon and point to it could be ready in May. Until then, the only project that has managed to advance in half a century within the Savinosa estate remains awaiting permits to be able to leave the paper.
