More than 18,500 people from Camp de Tarragona and Terres de l'Ebre remain trapped in some phase of the dependency circuit. The Department of Social Rights and Inclusion estimates 9,032 people awaiting assessment and 9,540 waiting to receive the Individual Attention Program, known as PIA, which determines the financial benefit or care resource each user needs.

The situation was presented this Wednesday, April 29, in Tarragona, where the Secretary General of Social Rights and Inclusion, Raül Moreno, and the Director General of Personal Autonomy and Disability, Sílvia Subirana, presented the CURA Plan to representatives of the local world of Camp de Tarragona and Terres de l'Ebre.

A plan to reduce the waiting list

The new plan is born with the objective of undoing the dependency bottleneck and transforming the care system. Its deployment will be done in two phases and includes four axes and 18 measures, in addition to changes in the Decret llei of urgent measures in the field of dependency.

Among the planned actions are the prioritization of people on waiting lists who, based on medical information, are likely to receive degree III, the streamlining of economic benefits, the creation of a minimum coverage aid for those waiting to access an assistance resource, and the end of undue payments.

Moreno maintained that this year, until December, a reduction in waiting lists will begin to be noticed. He also stated that people with grade 3 and more difficulties will be able to receive a benefit more quickly.

Benefits while waiting for a residential spot

The PIA determines if the dependent person should receive financial aid or a resource such as home care, a day center, or a residence. Another important part of the administrative bottleneck is concentrated at this point, with 9,540 people awaiting resolution in the territory.

People waiting for a residential spot will receive a financial benefit within six months, with the intention of alleviating that wait. It is one of the measures that the department considers a priority within the CURA Plan.

The head of Social Rights and Inclusion defended that the plan's horizon involves clearly cutting current times, which now double those set by law. The department's forecast is that, in about two years, Catalonia can position itself among the most advanced autonomous communities in dependency management.

Meeting with the local world in Tarragona

The presentation of the plan in Tarragona also served to convey to town councils and local representatives the content of the four axes and the 18 measures. The department wants to rely on collaboration between Social Rights and Health and on changes in the way basic social services work to accelerate the entry of dependent people into the system.

With this deployment, the Generalitat seeks to begin to unblock a waiting list that affects thousands of families in Camp de Tarragona and Terres de l'Ebre, where the resolution of assessments and care programs continues to be one of the main pressure points of the care system.
