The Generalitat de Catalunya, the Diputació de Lleida and eight town councils have definitively signed the agreement to improve the road connectivity of les Garrigues Altes, with an investment of 18.4 million euros. The agreement affects several local axes between Torrebesses, Castelldans, la Granadella, el Soleràs, Bellaguarda and els Torms.
The action comes upon a network of local roads and highways that dragged connection deficiencies in an area where mobility conditions daily access to services and economic activity. The plan now concentrates supramunicipal funding and also distributes the future ownership of the roads between the Generalitat de Catalunya and the Diputació de Lleida.
The agreement mobilizes 18.4 million and distributes funding between Generalitat and Diputació
The total foreseen amount rises to 18.4 million euros. The Generalitat de Catalunya will contribute 75% of the investment and the Diputació de Lleida will assume the remaining 25%.
The agreement has been promoted together with the town councils of Torrebesses, Granyena de les Garrigues, el Cogul, Castelldans, la Granadella, el Soleràs, Bellaguarda and els Torms. The objective is to reinforce road connection in a part of the region with several links pending adaptation.
Within that package also figure actions on local link sections between municipalities. One of them affects the road that connects els Torms and Bellaguarda, included in the agreement signed by the three administrations and the involved consistories.
The works between Torrebesses and Castelldans will start between 2027 and 2028
One of the central projects of the agreement is the transformation of the road between Torrebesses and Castelldans. The works are foreseen between 2027 and 2028 and, once executed, the road will become part of the regional network of the Generalitat.
In parallel, the agreement foresees the adaptation of the C-233 road between la Granadella and el Soleràs. That section is already in the bidding process and its ownership will later remain in the hands of the Diputació de Lleida.
Thus, the agreement combines actions on local roads and on a road already identified within the territory's road network. The subsequent distribution of competences leaves with the Generalitat the axis between Torrebesses and Castelldans and places with the Diputació the section of the C-233 between la Granadella and el Soleràs.
The road improvement is integrated into the plan to support the rural world
The intervention in Garrigues Altes is part of a broader strategy of comprehensive policies to support the rural world. This approach includes infrastructure, public services, access to housing, economic activity, digital coverage, and opportunities for young people.
The scope of the agreement goes beyond civil works on several specific roads, as it links improved mobility with the provision of services and population retention in small municipalities. Torrebesses, Granyena de les Garrigues, el Cogul, Castelldans, la Granadella, el Soleràs, Bellaguarda, and els Torms are directly included in this local map.
