The Government and the Table of the Social Third Sector of Catalonia have signed a social agreement of 150 million euros to reinforce policies against child poverty and homelessness in 2026 and 2027. The pact was signed by the President of the Generalitat de Catalunya, Salvador Illa, and the President of the Table of the Third Sector, Xavier Trabado.

The signing comes one day after the Parliament approved the first law for this group. The contrast appears in the diagnosis accompanying the agreement, because the entities maintain that Catalonia continues to face poverty and inequality that affect one in four people despite the new battery of measures.

The pact allocates 75 million to child poverty and 75 to homelessness

The agreement divides the 150 million euros into two main blocks. On the one hand, it reserves 75 million euros to combat child poverty with the expansion of extracurricular activities, the reinforcement of summer educational leisure, and the improvement of residential resources for minors and young people with behavioral disorders, in addition to the deployment of the Child Poverty Plan.

On the other hand, it assigns another 75 million euros to actions on homelessness. Of that amount, 35 million will be mobilized this year and 40 million in 2027.

The Table of the Third Sector maintains that this is the first time that social entities participate in a transversal budgetary agreement with several departments of the Generalitat de Catalunya. The document also links different areas of social spending in the same negotiation.

The Government increases investment in education from zero to three years to 51 million

In education, the text foresees increasing investments in the zero to three years stage to 51 million euros. The plan is to expand public places, maintain the free second cycle, and reinforce lunch grants.

It also incorporates the deployment of the National Pact for Mental Health, which will have an annual allocation of 25 million euros. Added to this line is the priority that the agreement gives to social housing for people with disabilities, people with mental health problems, and victims of gender-based violence.

Furthermore, the Govern will promote the expansion of the social housing reserve for people and families in a situation of emergency or social exclusion. In the supplies block, the pact includes the forgiveness of debt for unpaid bills within the agreement with Endesa and adds 9 million euros in social emergency aid to pay bills.

Xavier Trabado, president of the Taula del Tercer Sector, signed the agreement together with Salvador Illa one day after the approval in the Parlament of the first law for this collective.
