The Lleida City Council will apply a reduction in the waste fee until the new waste collection and street cleaning contract can come into force, blocked for the moment by an appeal presented by FCC before the Tribunal Català de Contractes del Sector Públic.
The launch of the new service was scheduled for April 23, but the appeal has halted the municipal calendar. The contract had been awarded to the temporary union of companies formed by Romero Polo and Valoriza.
The municipal government will take an extension to an extraordinary plenary session
Given this scenario, the municipal government will debate next Tuesday in an extraordinary plenary session an extension of the current concession, with the aim of guaranteeing the continuity of the service while the challenge is resolved.
"The fee must finance the new service, and if we take 2 or 3 months to launch it, there will be 2 or 3 months that we will have to reduce the fee that must be paid" Fèlix Larrosa, mayor
The mayor has specified that the reduction will be applied in the next bills, although the council still cannot specify its scope because the time it will take to resolve the appeal is still pending.
"As the fee is applied in advance, in the next receipts the corresponding reduction must be made, but now we cannot say how much it will be because we do not know how long it will take to resolve the appeal" Fèlix Larrosa, mayor
The Aparca plan foresees an underground parking in the Rectorate
In parallel, the municipal government already has very close the presentation of the Aparca plan. The proposal includes the construction of an underground parking lot in the Rectorate of the Universitat de Lleida with capacity for 350 vehicles.
The project foresees putting out to tender both the drafting and the execution of the works. The intervention also contemplates the urbanization of the upper part to enable a new green space on the surface.

Larrosa frames the action as an urban transformation intervention in a central area of the city, with the will to gain public space and green areas.

The City Council is now awaiting the resolution of the appeal regarding the cleaning contract and to specify the next steps of a parking plan which the municipal government considers strategic for the center of Lleida.
