The City Council of Lleida presented this Tuesday the draft of the new ordinance on civility and coexistence, a regulation that will update the text in force since 2007 and that will be submitted for approval by the municipal plenary in the month of June.

The document hardens and specifies several sanctionable behaviors on public roads and in public venues. Among them is throwing cigarette butts, papers or small debris on the ground, an infraction that will entail fines of between 400 and 750 euros. A sanction of 750 euros for leaving furniture on the street is also set.

Fines for conducts in public spaces

The proposal incorporates sanctions for those who circulate with their face covered, in underwear, in swimwear or showing genitals in public spaces, provided that the person persists in that attitude. In those cases, the foreseen fines range from 400 to 750 euros.

The ordinance also includes economic penalties for offering sexual services and for urinating or defecating in the street, with amounts between 400 and 500 euros. To this is added the prohibition of the sale of prior appointments for public services.

Another of the sections regulates behaviors linked to coexistence in buildings and facades. Shaking carpets or curtains from balconies or windows, hanging objects that harm the aesthetics of the facades or watering plants between 23.00 and 07.00 hours may be sanctioned with fines of between 501 and 600 euros.

Parks, gardens and urban furniture

The draft extends the limitations to parks, gardens, and fountains. In these spaces, it will be forbidden to pick flowers from planters, climb trees, cut them down, hunt, bathe, wash, fish, or play with toy boats.

The use of benches for improper purposes and the use of urban furniture to practice with a skateboard or scooter in a dangerous manner will also be punishable.

Discriminatory behaviors and begging

The new wording considers xenophobic, racist, sexist, aporophobic, LGTBIfobic behaviors or those that violate a person's ideological, social, or religious condition as serious or very serious infractions. In these cases, fines may range between 751 and 3,000 euros.

In addition, the ordinance prohibits the exercise or promulgation of begging, one of the provisions included in the text that the municipal government will take to the June plenary session for its debate and eventual approval. The rule will replace the ordinance in force for 18 years if it passes that procedure.
