The blue zone wardens of Lleida imposed during 2023 a total of 48,694 fines for violating the regulated parking rules. The figure is equivalent to an average of about 160 complaints per working day, since this service does not operate on holidays.
Of the total sanctions, 16,444 ended up being processed and are those that were finally sent to the Paeria. That means more than 50 per day. The rest, 32,250 complaints, were annulled by the drivers themselves through the payment of the foreseen fee, either at the dispenser or through the mobile application.
The majority of the complaints were annulled after the payment of the fee
Cancellations represented 65% of the total. The regulation allows the complaint to be rendered null and void when less than 2 hours have passed since its imposition. In those cases, the fee is 6 euros if the driver had exceeded the paid time and 18 euros if no payment had been made.
Revenue from cancellations reached 84,054 euros in cases of excess time and 305,262 euros when parking had not been paid.
The most repeated infraction was not using the control system
The most common behavior was not using the parking time control system, with 30,304 complaints, 62% of the total. This infraction includes both not placing the physical ticket in the vehicle after obtaining it from the machine and not making the payment through the application.
In second place was exceeding the hour marked as parking limit, with 17,679 denunciations. From there, the figures drop notably.

- 238 complaints for paying resident rate in blue zone without having that condition or for using it in an area different from the authorized one
- 116 complaints for using a copy of the card for person with reduced mobility and/or disability or not placing it correctly
- 41 complaints for fraudulently using the card for person with reduced mobility and/or disability
- 29 complaints for parking unauthorized vehicles, such as those that were not passenger cars or vans up to 3.5 tons
- 11 complaints for not adequately placing the physical time control ticket on the lower part of the windshield, on the side closest to the sidewalk
More than 4 million euros in the normal blue zone rate
The collection for the normal blue zone fee was 4,027,300 euros, with an average ticket of 1.09 euros. To that amount are added 749,999 euros in the low rotation zones, the green ones, and 244,729 euros in the high rotation ones, the red ones.
The resident rate generated 265,337 euros, while the Rectorate parking registered an income of 128,827 euros. The annual balance thus reflects the weight of parking regulation in Lleida's daily mobility and also the high volume of incidents detected in the use of the city's paid parking spaces.
