A man was arrested yesterday in the Historic Center of Lleida in a joint operation by the Mossos d'Esquadra, the Urban Guard and the National Police within the Kanpai plan against repeat offending. The deployment took place mid-morning in the Plaça del Dipòsit and in a bar on Boters street, with the participation of about 50 agents.
The outcome of the operation also leaves about 50 people identified, several of them with criminal records. There were also two reported for possession of bladed weapons, with the weapons seized, and a third person reported for street vending. The National Police also processed three citations regarding immigration matters.
Police inspection in Dipòsit square and Boters street
During the operation, the managers of the bar inspected on Boters street were reported for five infractions related to health and hygiene. The action is part of the intensive controls that police forces are carrying out in areas of the city where repeated incidents accumulate.

Melero explained that one of the purposes of the plan is to be able to place repeat offenders at a specific point after they re-offend, since on occasion that territorial monitoring becomes the only available clue for their location.

Moreno pointed out that the objective of the deployment was to carry out the inspections with greater security guarantees, especially in coordinated actions in public thoroughfares and in establishments.
Second device of the Kanpai plan in the capital of Segrià
It is the second operation of this plan in the city of Lleida. The previous one was carried out in May on Major Street and in the Eix Comercial. Then there were three detainees and 339 identified people, who accumulated 1,600 criminal records.
The operation yesterday was intensive in nature, although since the beginning of the year ordinary operations have been carried out within this same framework.
Simultaneous control on expressways of all Catalonia
In parallel, the Mossos maintained until 6:00 p.m. another deployment within the Kanpai Pista Plan on different expressways of Catalonia. The operation extended along the AP 7, the C 32, the C 25, the A 2 and the AP 2.
In Lleida, that roadside operation resulted in one arrested person, 17 identified people, 13 of them with criminal records, and 16 controlled vehicles.
The superintendent and deputy chief of the Ponent Police Region, Toni Ferrer, specified that in the Lleida counties the plan focuses on the A 2, on the border with Conca de Barberà and in Les Borges Blanques, and on the AP 2, in Segarra. He added that the objective is to prevent crime displacements, especially that which concentrates on the AP 7, and that the plan has allowed for the reduction of criminal acts.
Ferrer detailed that there are two main modes of action, aimed at preventing merchandise robberies in trucks and fuel thefts. These crimes usually occur at night and in rest and service areas. So far this year, nine cases of curtain-raisers have been detected in Ponent, linked to merchandise theft, and three diesel thefts. In total, 14 criminal acts have been registered on these roads.
