The Lleida City Council and the Urban Guard have launched a plan to respond to the increase in minors with delinquent behaviors detected in the city, with special attention to cases of recidivism and to profiles of high social complexity. The meeting of commanders with the local police was held this Wednesday.

The deputy mayor, Cristina Morón, appeared alongside the superintendent of the Urban Guard, Josep Mallada, and the spokesperson for the force, Roberto Santaeufemia, to detail a strategy jointly promoted by the Department of Social Action and the Department of Citizen Security. The operation will focus on coordinated and structured responses depending on the situation of each minor.

A dozen minors identified

Morón explained that in February 2025 a peak of actions carried out by minors under 18 with several accumulated crimes was detected. Since then, municipal services have identified a dozen multi-offending minors. Some of them are under 14 years old and, therefore, are not criminally liable.

The municipal official advocated for a shared intervention between administrations and specialized services. In this framework, she called for individually reviewing each case and also acting upon the minor's environment.

More police pressure in the Historic Center

The reinforcement arrives in parallel to the increase in police activity in the Historic Center. Security operations have grown by 30% going from 7,118 in 2024 to 9,845 in 2025. The municipal government plans to intensify the presence in the area with more joint controls between the Urban Guard and the Mossos d'Esquadra.

Aggressions to agents and robberies in l'Horta

During the appearance, other open fronts in terms of security were also addressed. The Urban Guard reported that the person arrested in October for the theft and subsequent fire of five houses in l'Horta is charged with more than 40 robberies.

Morón added that the Paeria has appeared as a private prosecution in four cases of aggressions against agents of the Urban Guard. The measure, he maintained, responds to the municipal government's commitment to reinforce institutional protection and the recognition of the figure of the local police officer in the city.
