The Figueres Urban Guard has seized 64 electric scooters in 2026 for non-compliance with the regulations governing personal mobility vehicles. The interventions are part of municipal campaigns activated against incivility in the use of these vehicles on public roads.
The data comes after a legal change that has tightened the obligations for riding an electric scooter. Since the approval of Law 5/2025 and the entry into force of Royal Decree 52/2026, it is no longer enough to use one of these vehicles to get around the city, because it must now have insurance, registration, and a visible identification plate.

Law 5/2025, approved in July 2025, established the obligation to have civil liability insurance for personal mobility vehicles. This requirement has become one of the central elements of control in municipal campaigns.
Subsequently, Royal Decree 52/2026, of January 28, created the DGT's Registry of Light Personal Vehicles. The regulation also requires the vehicle to be registered and a visible identification plate to be affixed, in addition to proving the corresponding insurance.
With this framework, local officers can expand control over electric scooters circulating in Figueres. The regulation strengthens the police's ability to act in cases of non-compliance that previously had a more limited scope for intervention.
