The Girona City Council has put out to tender a locksmith contract to act on municipal homes affected by judicial evictions after recovery processes promoted by the council itself. The assignment, managed by the Municipal Housing Office, will cover access, closing, and protection of the properties until they can be reallocated for social purposes.
The municipal forecast points to a dozen interventions, but the contract guarantees neither a minimum of actions nor the exhaustion of the budget. The need exists in a park of more than 200 social rental housing units, although the service will be activated only on demand and with indicative figures, in a context of residential tension that requires securing recovered apartments to avoid incidents.
Eight of the ten planned performances include anti-vandalism doors
Most of the planned work will go beyond a simple lock change. Eight out of ten calculated interventions will incorporate tasks on anti-vandalism doors, either to manipulate, install, or remove them, with an additional dedication of around an hour and a half for each action.
The contract also reserves three more actions to remove and return anti-vandalism doors without replacing the lock. In addition, it foresees the purchase of three new doors if the municipal stock is not enough to cover the needs that arise in the recovered homes.
The Municipal Housing Office has proposed a mixed contract for services and supply precisely to cover both needs in the same file. The objective is that the properties remain protected from the moment the City Council recovers possession until their new social allocation.
Half of the notices could arrive with less than 24 hours
The tender calculates a total dedication of 26.5 hours per operator, a figure that the City Council rounds up to 27 hours to size the service. Part of that planning responds to the possibility of having to intervene with very little margin.
Around 50% of the performances could be processed urgently, with less than 24 hours' notice. For this reason, the contract includes seven urgency surcharges of 150 euros each.
The base tender budget amounts to 6,755.82 euros including VAT, while the net amount is 5,583.32 euros. The service will have a duration of one year from the day after the notification of the award.
The City Council will pay for unit prices up to the maximum of the contract, without any obligation to consume the entire provision foreseen. The file also states in writing that the estimates of interventions are indicative and not binding.
