The Roses City Council will activate the summer device against illegal street vending on the promenade next Monday, a campaign that will last until September 30 and will once again focus on the months of highest tourist pressure.

The paradox for the municipality appears every summer at the same point on the coastline. The promenade concentrates a good part of the tourist activity and, at the same time, can gather more than 200 illegal street vendors from the second week of July, despite police operations and restrictions applied in the previous season.

The campaign continues the strategy initiated in 2025 by the Citizen Security Area to combat illegal sales during the months of greatest influx. The council will combine surveillance, regulation, and information to hinder the installation of stalls and regulate the use of public space.

In addition, the City Council will prohibit the circulation of bicycles and scooters for 24 hours a day in the section between Plaça de les Botxes and the Santa Margarida inlet. The measure will be in effect every day until September 30.

In the same area, the municipality will place temporary elements to prevent the occupation of areas that illegal vendors habitually use. The plan maintains the deterrent system that Roses already applied during the summer of 2025.

The large-scale operations mobilized up to 250 agents in the previous season

The dimension of last year's deployment gives an idea of the pressure the promenade endures during the peak tourist season. During the previous season, the operations involved up to 250 agents from different police forces, with actions focused on seizures, surveillance, and sanctions for buyers.

That reinforcement did not prevent the concentration of street vendors from reaching its peak since the second week of July. On days with the highest presence, the number of vendors could exceed 200 on the promenade.

The council now intends to add more physical obstacles and more control over pedestrian flows in a heavily trafficked area between Plaça de les Botxes and Santa Margarida. The municipal intention is also to maintain the promenade in safer and more accessible conditions for use during the summer.

To the police and spatial planning part, a broader information campaign will be added. The City Council will install more signage and panels, and will distribute multilingual brochures to remind of the prohibition of illegal street vending and the penalties for those who buy these products.

The activation of the device will start next Monday and the section affected by the prohibition of bicycles and scooters will go from Plaça de les Botxes to the Santa Margarida inlet until September 30.
