The Mossos d'Esquadra detected in 2025 an average of almost five positives per day in alcohol and drug controls in the Regió Policial de Girona. The annual balance of the Àrea Regional de Trànsit de Girona closed with 1,743 positive results, a figure that once again places Girona as the territory with the most registered cases in all of Catalunya.

The figure represents a decrease compared to 2024, when 2,108 positives were recorded, with an average of almost six per day and 176 per month. The year-on-year reduction was 17.3%. The total volume of tests performed also decreased. In 2025, 39,490 readings were done, compared to 42,599 the previous year, 7.3% less.

The positive rate on the total of tests went from 4.95% to 4.41%. In these global data are included both preventive controls as well as tests made at the scene of an accident and those performed due to infraction or due to symptoms.

Decline in the main area of control

The bulk of police activity is concentrated on preventive controls. There also the decrease is observed. In 2024 there were 40,867 readings and 1,918 positives. In 2025 it went to 37,758 tests and 1,592 affirmative results. That represents a reduction of 7.6% in the number of tests and of 17% in the positives.

The detection rate in this type of controls went from 4.69% to 4.22%. This is the main area of action for the Mossos on the road, within their competencies of traffic control and surveillance in Catalunya. In municipalities with local police, urban traffic management corresponds to that body and its data do not appear in this statistic.

Fewer positives also in accidents and infractions

In tests linked to traffic accidents, readings rose slightly from 1,501 to 1,559 between 2024 and 2025. Despite this, positive results decreased from 151 to 124. The rate decreased from 10.06% to 7.95%.

There was also a setback in the tests done for infringement or requirement. In 2024, 231 readings and 39 positives were recorded. In 2025, they were 173 and 27, respectively. In this block, the rate went from 16.88% to 15.61%.

October concentrated more controls and June was the worst month of 2025

In the monthly analysis, October was again the month with the most readings in Girona. It was so both in 2024 and in 2025, with 4,670 and 4,667 tests, respectively. The rate of positives for that month was 3.04% in 2024 and 2.98% in 2025.

The highest number of positives in 2024 was recorded in August, with 320. In 2025, the annual peak shifted to June, with 215 positives.

Girona leads in volume of cases in Catalonia

The drop in positive results was not limited to Girona. The Mossos detected fewer cases in alcohol and drug controls in all police regions of Catalunya during 2025. Even so, the Regió de Girona remained as the one that accumulated the most positive results, ahead of the Regió Central and the two metropolitan regions.

In contrast, by percentage rate Girona occupied the third place. The Regió Metropolitana Nord headed the list with 7.34% in 2024 and 5.78% in 2025. Camp de Tarragona remained in second position with 5.92% and 5.11%. Girona registered 4.95% in 2024 and 4.41% in 2025.

Open debate on tightening the limits

The Minister of Interior and Public Security, Núria Parlón, defended hardening the margins allowed behind the wheel and maintained that the best reference is zero tolerance.

"The best alcohol rate is the zero rate, because it is the one that prevents the accident rate" - Núria Parlón, Minister of Interior and Public Security

Parlón also showed herself in favor of reducing the blood alcohol level to 0.0 and also lowering the speed threshold from which driving becomes considered a crime. That debate was recently halted in Congress, which on March 18 rejected a bill that proposed reducing the maximum alcohol level for all drivers to 0.1 milligrams per liter of exhaled air or 0.2 grams per liter in blood.

The 2025 balance thus leaves a double reading in Girona. Fewer tests were carried out and fewer positives emerged, both in preventive controls and in accidents and infractions. Even with that decrease, the region continues to concentrate the largest absolute number of cases detected by the Mossos in the Catalan road network.
