SOS Costa Brava has identified ten territorial risk hotspots in eight municipalities of the Costa Brava and warns that a good part of the urban future of the coast will be decided in these files over the coming months. The federation places the debate in Begur, Cadaqués, Calonge, Llançà, Lloret de Mar, Palafrugell, Port de la Selva and Pals.

The entity maintains that among the cases analyzed there are urban planning projects, planning revisions, POUM modifications, judgments pending execution, and sectors that could reactivate building rights from decades ago. As it warns, several of these processes affect forest areas, dune spaces, floodable areas, or areas with steep slopes.

SOS Costa Brava claims a review of the urban model of the Costa Brava and asks for a moratorium on growth in sensitive areas. The federation maintains that the future of the coast will be decided in these ten files and wants to place this discussion at the center of the 2026 agenda.

Begur and Cadaqués concentrate two of the most relevant fronts

In Begur, one of the prominent cases is Jardins de Sa Riera Living, defined by the entity as a macro-project that remains immersed in a complex legal dispute. SOS Costa Brava questions whether the land can be considered urban land and denounces extreme slopes, lack of accessibility, absence of a landscape impact study, and possible violations of the Coastal Law.

Also in Begur, the federation closely follows the comprehensive review of the POUM and plans to present allegations when the City Council initially approves the document. In this framework, it requests the declassification of Font de la Salut, Bosc Major Mas Gispert, Montcal 2 and Aiguafreda.

In Cadaqués, the new POUM plans to urbanize up to 54 hectares and allow 755 new homes. SOS Costa Brava and local entities criticize that the planning maintains sloping sectors, floodable areas, and natural spaces such as Sa Guarda and S"Oliguera. They also question the proposal to move the football field to Portlligat to build on the current area.

Llançà, Lloret and Calonge, under monitoring for new developments

In Calonge, the modification of the POUM of the Collet sector is among the points indicated for 2026. According to SOS Costa Brava, the operation could involve the construction of 486 homes, 119 more than currently planned.

In Llançà, the federation focuses on Super Fener and PE2 Roses. In the first case, it denounces the reactivation of a project for 94 homes near the Cap de Creus Natural Park and in an area with steep slopes. In PE2 Roses, it warns of the risk of creating an urban continuum between Llançà and Port de la Selva in an area that, according to the entity, the Coastal Urban Master Plan obliged to preserve.

Regarding both areas, the entities have presented allegations due to lack of environmental assessment, inadequate land classification and absence of citizen participation. Furthermore, the High Court of Justice of Catalonia has admitted for processing the contentious appeal by SOS Costa Brava and IAEDEN against the Farella PMU.

That planning in Llançà foresees five multi-family blocks with 62 homes and possible hotel uses. The appealing entities maintain that it affects the last coastal pine forest of the urban core.

In Lloret de Mar, the modification of the Mont Lloret POUM would allow the construction of 662 homes on a 52-hectare forest slope. SOS Costa Brava and SOS Lloret assure that the project violates the Coastal Master Plan, infringes the Forest Law and does not have an environmental assessment or hydrological studies.

Palafrugell, Port de la Selva and Pals complete the map of files

In Palafrugell, the federation points out the Camí de Ronda project in Cap Roig. According to the complaint, the proposal does not analyze alternatives, does not incorporate impact or landscape integration studies, and neither does it address the demolition of the illegal walls of the macro-chalet in el Golfet, subject to a firm judgment.

In Port de la Selva, the modification of the POUM to urbanize Cap de Bol and s"Arenella foresees 16 chalets in the first sector and 24 in the second. SOS Costa Brava maintains that this proposal contradicts the landscape guidelines that ask to avoid an urban continuum between Llançà and Port de la Selva.

In Pals, the new POUM in its initial phase could allow up to 1,815 new homes and six hotel complexes. The entity considers these forecasts totally disproportionate, has already submitted allegations and demands a complete reformulation of the planning.
