The Municipal Police of Girona has issued 89 fines to users of electric scooters and other personal mobility vehicles in a two-week campaign focused on detecting infractions on public roads. During the operation, the officers carried out 62 checks and stopped 337 vehicles.

The sidewalk concentrates the most repeated infraction

The most frequently sanctioned conduct was circulating through unauthorized spaces. A total of 33 of the 89 complaints, 37% of the total, were for transiting through unauthorized places, in most cases on the sidewalk. The campaign also resulted in 22 fines for carrying two people on the same scooter.

The rest of the sanctions were distributed among 14 complaints for not having insurance, 9 for looking at the mobile phone or wearing headphones, 7 for running red lights and 4 for driving in the wrong direction.

The City Council reminds that since January 26, 2026, it is mandatory to register electric scooters and other personal mobility vehicles in the registry of the General Directorate of Traffic to be able to circulate on public roads. It is also mandatory to have civil liability insurance.

In cases where the driver does not have insurance, the Municipal Police processes the complaint and the sanction entails the removal of the vehicle to the municipal impound lot.

The council links the campaign to the increase in accident rate

The councilwoman added that these campaigns seek to sanction uncivil behaviors and also raise awareness among citizens about the importance of complying with the regulations.

The device arrives after Sílvia Aliu warned last week, during the presentation of the annual crime report, of the increase in road accidents in Girona. The city closed 2025 with 437 traffic accidents with injuries, 22% more than the previous year, when 358 were registered.

In that balance, scooters and bicycles appeared in 25% of the vehicles involved in accidents, only behind cars, which concentrate 48% of the total.

The City Council insists on being able to sanction for not wearing a helmet

In this context, Aliu has once again demanded from the General Directorate of Traffic to allow the City Council to fine scooter users who ride without a helmet. The council has already incorporated that obligation into the municipal ordinance, but still cannot apply it. The councilwoman defends that the helmet is essential.

Other recent controls in the city

The Municipal Police of Girona also deployed during the first quarter an operation on vehicles that did not respect the loading and unloading zones. Between February 23 and March 8, it filed 334 complaints in application of the municipal ordinances and the Accessibility Law for infractions in these spaces.

The regulations foresee penalties for parking in loading and unloading zones without authorization or for exceeding the permitted time. This same week, furthermore, the Municipal Police and the Catalan Traffic Service maintain another operation in Girona to control distractions at the wheel and infractions at traffic lights.
