Castilla-La Mancha will have a Population Registry to centralize personal data and facilitate digital interaction between citizens and the regional administration. The decree regulating it has already been published in the Official Gazette of Castilla-La Mancha and foresees that the system will start operating in September 2026, three months after the rule comes into force.

The novelty comes with a dual objective. The regional government wants to modernize the electronic management of its services, but at the same time it will concentrate identifying and contact information of residents in the same registry, with uses ranging from the preparation of official statistics to the sending of public utility communications.

The registry will gather ID, address, and contact methods

The new system will include name and surnames, address, sex, date of birth, and ID number or equivalent document for foreigners. When applicable, it will also include telephone and email.

The decree foresees that the National Statistics Institute will provide data from the municipal register through collaboration agreements. The rule adds that this exchange must comply with the General Data Protection Regulation.

The regional administration will use this information to prepare official statistics, communicate procedures to interested parties, evaluate the quality of public services, and send public utility notices or communications.

The regional government will enable access through Espacio Ciudadano

Users will be able to consult their data through the Espacio Ciudadano platform. The text also establishes the confidential nature of the information and prevents its manipulation or transfer for purposes other than those authorized.

Furthermore, registered individuals will be able to exercise their rights of access, rectification, erasure, restriction of processing, data portability, objection, and the right not to be subject to automated decision-making before the body of the Junta de Comunidades de Castilla-La Mancha responsible for statistics.

The decree frames the creation of the registry within the technological adaptation of public administrations and maintains that methods of interaction with citizens must adapt to this evolution. The rule adds that the new system complies with the principles of necessity, effectiveness, proportionality, legal certainty, transparency, and efficiency set out in Law 39/2015.

Access to data and the exercise of rights will be channeled through the statistical body of the Junta de Comunidades de Castilla-La Mancha, while individual consultation will be done through Espacio Ciudadano.
